Many Irvine customers receive electricity generation from Orange County Power Authority while Southern California Edison delivers electricity, operates the grid, handles solar interconnection and issues the combined statement. OCPA currently says it treats its Net Billing Tariff solar customers' generation as if it were under NEM 2.0, while SCE's Solar Billing Plan uses hourly Energy Export Credits for the delivery side. The current statement, OCPA enrollment, existing solar-program status and interconnection record must be reviewed together rather than applying a generic SCE-only assumption.
Match the project to Irvine's permit path
The City of Irvine offers same-day PermitsDIRECT! processing for qualifying residential rooftop solar systems no larger than 38.4 kW, with no more than one battery, when a licensed contractor submits the application. Larger systems, applications with more than one battery and other nonqualifying projects use the City's standard electronic review. City permit approval and inspection address local code and project conditions; they do not replace SCE's separate interconnection review or written permission to operate.
Design storage around hourly exports—not a closed rebate
SCE says Solar Billing Plan export-credit values vary hourly and recommends considering storage for nighttime use. An Irvine battery review should compare evening demand, usable capacity, reserve settings and essential-load priorities against the complete SCE/OCPA bill. OCPA's published $1,000 residential battery-rebate program is no longer accepting new applications, so a new proposal must not deduct that rebate or imply it remains generally available. Customers with an earlier approved reservation follow the program's separate completion rules.
An Irvine proposal should use the complete SCE statement and 12 months of interval usage when available, identify OCPA or bundled SCE generation, confirm existing NEM or Solar Billing Plan status, document roof planes and HOA considerations, verify electrical-service and City permit conditions, account for pools, cooling, EV charging and future electrification, and state whether storage is intended for bill management, backup or both.
