Utility and rate plan first
Service may be provided by Southern California Edison, LADWP or another municipal utility, so city name alone cannot establish the applicable program.

LOS ANGELES · LOS ANGELES COUNTY
Start with the home’s actual electricity bill, rate plan and energy-use pattern. All Star Solar prepares a preliminary solar-and-battery direction for Los Angeles homeowners and explains available Axia by Qcells and EnFin pathways before a decision is made.
Service may be provided by Southern California Edison, LADWP or another municipal utility, so city name alone cannot establish the applicable program.
Coastal, basin, valley and foothill homes experience different heat, marine exposure, shading and wildfire considerations.
The review should verify the provider, rate plan, roof geometry, service equipment, local permitting jurisdiction and evening energy use.
LOS ANGELES SOLAR RULES · REVIEWED SEPTEMBER 14, 2026
For a City of Los Angeles home billed by LADWP, LADWP’s NEM, photovoltaic and battery-storage interconnection program—not an investor-owned-utility tariff—is the relevant starting point. The published Type 1 path can apply to some projects at or below 30 kW, but a service-panel upgrade, three-phase service, multiple meters or other project conditions may change the path. The current bill, service address and LADWP review determine the applicable process.
LADWP’s published workflow includes an interconnection application, LADBS permit, utility approval to build, LADBS final approval, meter work or testing and LADWP permission to operate. LADBS separately explains that electrical work requires a permit and that project complexity determines whether an express permit or plan check is appropriate. These steps should be planned together, but one approval does not replace the other.
LADWP’s residential Self-Generation Incentive Program is income-qualified and subject to program rules, cost verification and limited funding. LADWP’s March 2026 update says applicants are not automatically awarded an incentive, and its page currently describes a waitlist. A proposal should confirm current eligibility and availability directly with LADWP rather than subtracting a presumed incentive from the system price.
A Los Angeles proposal should identify the serving utility, interconnection type, permit path, roof and service-panel conditions, 12 months of usage when available, future EV or electrification loads, and the battery’s purpose. It should never treat an LADWP storage incentive as approved before the utility confirms eligibility, funding and the controlling terms.
A PROPERTY-SPECIFIC REVIEW
A credible proposal should connect system size to the household’s consumption, show the production assumptions, identify the equipment, explain the ownership and payment structure, and name the licensed contractor responsible for installation. City and county names do not replace a site review.
CALIFORNIA SOLAR BILLING
LADWP is a municipal utility with its own solar and battery interconnection process. California’s investor-owned-utility Net Billing Tariff should not be substituted for LADWP’s current documents. Some Los Angeles County addresses are served by other utilities, so the electric bill and service address—not the mailing city alone—must establish which rules apply.
Qcells SOLAR · AXIA BY Qcells
All Star Solar is an independent solar sales organization and authorized sales partner of Axia by Qcells. We help Los Angeles homeowners review Qcells solar technology, available battery configurations and qualifying EnFin ownership options through the Axia by Qcells ecosystem. The final proposal identifies the equipment, payment structure, production assumptions, warranties, project responsibilities and appropriately licensed installation contractor.
COMPARE LOS ANGELES SOLAR OPTIONS
Homeowners searching for a solar company, solar installers, solar installation estimates or the best solar deal in Los Angeles are often shown a price before the home has been properly reviewed. Our process starts with the bill and service address, then organizes the information needed to compare a Qcells solar-and-battery proposal, available EnFin financing, a fixed-payment lease, a production-based PPA or an ownership option when available.
All Star Solar provides sales guidance and proposal coordination. All Star Solar is not Qcells, Axia, EnFin, the manufacturer or the installation contractor. The appropriately licensed contractor responsible for installation is identified in the final written proposal and agreement.
LOS ANGELES SOLAR QUESTIONS
All Star Solar reviews residential opportunities throughout Los Angeles and Los Angeles County. Availability depends on the property, utility, roof, electrical conditions, program requirements and final project approval.
Send the current electric bill and service address for a preliminary All Star Solar Blueprint. If the property appears suitable, the next step is a complete proposal identifying equipment, estimated production, payment structure and project responsibilities.
All Star Solar is an independent solar sales organization—not the installation contractor. Project fulfillment and installation are performed by an appropriately licensed contractor identified in the final proposal and agreement.
Many properties inside the City of Los Angeles receive electricity from LADWP, while other Los Angeles County addresses may be served by Southern California Edison or another provider. All Star Solar verifies the current bill and service address before applying utility-specific interconnection or billing assumptions.
Check the property’s current HOA documents and any applicable review process before installation. The proposal should identify roof placement, visibility constraints and who submits required materials; an HOA review does not replace the city permit or utility interconnection.
That depends on hourly consumption, evening use, backup priorities, the applicable tariff, equipment, program terms and budget. The battery should be designed around a defined purpose—not added as a generic upsell.
No. LADWP’s residential Self-Generation Incentive Program is income-qualified, subject to current program rules and limited funding, and the utility’s March 2026 update says applicants are not automatically awarded an incentive. The current LADWP page describes a waitlist, so no proposal should assume approval or deduct an unconfirmed incentive from the price.
Qualifying homeowners may be able to compare EnFin payment pathways through the Axia by Qcells ecosystem. Availability, pricing, protections and qualifications are governed by the final proposal and agreement.
