Utility and rate plan first
PG&E serves many addresses, while several communities have municipal or community-choice arrangements layered onto utility delivery.

OAKLAND · ALAMEDA COUNTY
Start with the home’s actual electricity bill, rate plan and energy-use pattern. All Star Solar prepares a preliminary solar-and-battery direction for Oakland homeowners and explains available Axia by Qcells and EnFin pathways before a decision is made.
PG&E serves many addresses, while several communities have municipal or community-choice arrangements layered onto utility delivery.
Marine fog, hills, mature trees, compact roofs and microclimates can materially affect production assumptions.
A responsible review verifies the electric account, roof planes, shade, service equipment, battery objectives and local permitting constraints.
OAKLAND SOLAR RULES · REVIEWED SEPTEMBER 22, 2026
Many Oakland households are joint Ava Community Energy and PG&E customers: Ava supplies electricity generation, while PG&E provides transmission and distribution and presents the combined bill. Ava says Solar Billing Plan exports can create Ava generation credits and PG&E delivery credits. Earlier Net Energy Metering accounts can differ, so the complete current statement, interconnection date and enrolled program must be verified before a proposal is modeled.
The City of Oakland's homeowner-permit guidance says a completed Building Permit application and the required documentation must be submitted before installing a solar energy system or facility. The City's permit and inspection process addresses local code requirements; it does not replace PG&E interconnection review or written permission to operate. The service address must also confirm that Oakland is the permitting jurisdiction.
Ava's Solar Billing Plan separates grid imports from exports and applies export-credit values by hour and day. As reviewed September 22, 2026, Ava also describes additional export bonuses for qualifying accounts, including a peak-hours bonus for certain non-CARE/FERA customers and a separate CARE/FERA bonus. Those current program terms should be verified rather than assumed. A battery can shift daytime production into household use or reserve energy for selected backup loads, but neither savings nor outage duration is guaranteed.
An Oakland proposal should use the complete current bill and 12 months of usage when available, identify Ava generation and PG&E delivery roles, confirm the solar-program status, review roof planes, fog and hill shading, document service-panel and City permit conditions, account for future EV or electric-appliance loads, and state whether storage is intended for bill management, backup or both.
A PROPERTY-SPECIFIC REVIEW
A credible proposal should connect system size to the household’s consumption, show the production assumptions, identify the equipment, explain the ownership and payment structure, and name the licensed contractor responsible for installation. City and county names do not replace a site review.
CALIFORNIA SOLAR BILLING
For an enrolled Oakland account, Ava can supply generation while PG&E delivers electricity, manages interconnection and issues the combined statement. Under the Solar Billing Plan, imports and exports are calculated separately, and Ava and PG&E apply generation and delivery credits to their respective charges. Earlier NEM accounts and annual true-up timing can differ, so the bill and interconnection record—not a citywide assumption—control the analysis.
Qcells SOLAR · AXIA BY Qcells
All Star Solar is an independent solar sales organization and authorized sales partner of Axia by Qcells. We help Oakland homeowners review Qcells solar technology, available battery configurations and qualifying EnFin ownership options through the Axia by Qcells ecosystem. The final proposal identifies the equipment, payment structure, production assumptions, warranties, project responsibilities and appropriately licensed installation contractor.
COMPARE OAKLAND SOLAR OPTIONS
Homeowners searching for a solar company, solar installers, solar installation estimates or the best solar deal in Oakland are often shown a price before the home has been properly reviewed. Our process starts with the bill and service address, then organizes the information needed to compare a Qcells solar-and-battery proposal, available EnFin financing, a fixed-payment lease, a production-based PPA or an ownership option when available.
All Star Solar provides sales guidance and proposal coordination. All Star Solar is not Qcells, Axia, EnFin, the manufacturer or the installation contractor. The appropriately licensed contractor responsible for installation is identified in the final written proposal and agreement.
OAKLAND SOLAR QUESTIONS
All Star Solar reviews residential opportunities throughout Oakland and Alameda County. Availability depends on the property, utility, roof, electrical conditions, program requirements and final project approval.
Send the current electric bill and service address for a preliminary All Star Solar Blueprint. If the property appears suitable, the next step is a complete proposal identifying equipment, estimated production, payment structure and project responsibilities.
All Star Solar is an independent solar sales organization—not the installation contractor. Project fulfillment and installation are performed by an appropriately licensed contractor identified in the final proposal and agreement.
Many Oakland homes receive generation from Ava Community Energy and delivery from PG&E. The combined PG&E statement identifies the enrolled program and both providers' charges and credits. Some accounts may have different enrollment or legacy-NEM treatment, so All Star Solar verifies the complete current bill and service address before applying program assumptions.
Check the property’s current HOA documents and any applicable review process before installation. The proposal should identify roof placement, visibility constraints and who submits required materials; an HOA review does not replace the city permit or utility interconnection.
That depends on hourly consumption, evening use, backup priorities, the applicable tariff, equipment, program terms and budget. The battery should be designed around a defined purpose—not added as a generic upsell.
For a joint Ava and PG&E Solar Billing Plan account, Ava says exported electricity earns PG&E delivery credits and Ava generation credits, which apply to their respective charges. Bonus-credit eligibility and annual true-up treatment depend on the current account and program rules, so the live Ava terms and complete PG&E statement must be checked before a proposal assumes a credit value.
Qualifying homeowners may be able to compare EnFin payment pathways through the Axia by Qcells ecosystem. Availability, pricing, protections and qualifications are governed by the final proposal and agreement.
