Utility and rate plan first
Southern California Edison and municipal utilities serve much of this region; the homeowner’s electric bill confirms the provider and rate schedule.

RIVERSIDE · RIVERSIDE COUNTY
Start with the home’s actual electricity bill, rate plan and energy-use pattern. All Star Solar prepares a preliminary solar-and-battery direction for Riverside homeowners and explains available Axia by Qcells and EnFin pathways before a decision is made.
Southern California Edison and municipal utilities serve much of this region; the homeowner’s electric bill confirms the provider and rate schedule.
Strong sun, extended cooling seasons and evening electricity use often make load timing as important as annual consumption.
A preliminary design should compare solar production, battery use, roof condition, shading, electrical capacity and the selected ownership structure.
RIVERSIDE SOLAR RULES · REVIEWED SEPTEMBER 13, 2026
For a home billed by Riverside Public Utilities, RPU’s Self-Generation Program—not an investor-owned utility tariff—is the relevant starting point. RPU states that new residential self-generation customers move to its domestic time-of-use rate, export credits use the avoided-cost rate and applicable time-of-delivery factor, and systems must meet Electric Rule 22 interconnection requirements. The current bill and RPU documents control the final design.
The City of Riverside says a grid-tied solar system must receive a City permit and final permit approval before it is turned on. Its published process defines permission to operate as both City permit approval and installation of the RPU net meter. The City’s online permit portal includes a dedicated Solar PV application workflow.
As reviewed September 13, 2026, RPU’s Energy Storage Rebate Program lists customer-owned battery systems purchased on or after July 1, 2026 as potentially eligible, subject to funding, approval, permitting, time-of-use enrollment and all program rules. The published standard residential amount is $500 per kWh up to $10,000; qualifying low-income SHARE customers may be eligible for $850 per kWh up to $17,000. RPU says leased or third-party-owned storage does not qualify, so the incentive cannot be assumed for a lease or PPA proposal.
A Riverside proposal should also show the last 12 months of energy use when available, roof planes and shade, roof material and remaining service life, main-panel conditions, future HVAC or EV loads, and what the battery is expected to do after sunset or during an outage.
A PROPERTY-SPECIFIC REVIEW
A credible proposal should connect system size to the household’s consumption, show the production assumptions, identify the equipment, explain the ownership and payment structure, and name the licensed contractor responsible for installation. City and county names do not replace a site review.
CALIFORNIA SOLAR BILLING
Riverside Public Utilities is a municipal utility with its own self-generation, time-of-use, export-credit and interconnection rules. California’s investor-owned-utility Net Billing Tariff should not be substituted for RPU’s current documents. Homes outside RPU territory may follow a different utility program, so the electric bill and service address come first.
Qcells SOLAR · AXIA BY Qcells
All Star Solar is an independent solar sales organization and authorized sales partner of Axia by Qcells. We help Riverside homeowners review Qcells solar technology, available battery configurations and qualifying EnFin ownership options through the Axia by Qcells ecosystem. The final proposal identifies the equipment, payment structure, production assumptions, warranties, project responsibilities and appropriately licensed installation contractor.
COMPARE RIVERSIDE SOLAR OPTIONS
Homeowners searching for a solar company, solar installers, solar installation estimates or the best solar deal in Riverside are often shown a price before the home has been properly reviewed. Our process starts with the bill and service address, then organizes the information needed to compare a Qcells solar-and-battery proposal, available EnFin financing, a fixed-payment lease, a production-based PPA or an ownership option when available.
All Star Solar provides sales guidance and proposal coordination. All Star Solar is not Qcells, Axia, EnFin, the manufacturer or the installation contractor. The appropriately licensed contractor responsible for installation is identified in the final written proposal and agreement.
RIVERSIDE SOLAR QUESTIONS
All Star Solar reviews residential opportunities throughout Riverside and Riverside County. Availability depends on the property, utility, roof, electrical conditions, program requirements and final project approval.
Send the current electric bill and service address for a preliminary All Star Solar Blueprint. If the property appears suitable, the next step is a complete proposal identifying equipment, estimated production, payment structure and project responsibilities.
All Star Solar is an independent solar sales organization—not the installation contractor. Project fulfillment and installation are performed by an appropriately licensed contractor identified in the final proposal and agreement.
Many addresses inside the City of Riverside receive electric service from Riverside Public Utilities. A Riverside mailing address does not prove the serving utility, so All Star Solar verifies the current bill. For an RPU account, RPU’s Self-Generation Program, domestic time-of-use rate, Electric Rule 22 and current published documents govern the utility review.
Check the property’s current HOA documents and any applicable review process before installation. The proposal should identify roof placement, visibility constraints and who submits required materials; an HOA review does not replace the city permit or utility interconnection.
That depends on hourly consumption, evening use, backup priorities, the applicable tariff, equipment, program terms and budget. The battery should be designed around a defined purpose—not added as a generic upsell.
RPU currently publishes an Energy Storage Rebate Program for qualifying customer-owned systems. Eligibility depends on the purchase date, permit and inspection documents, time-of-use enrollment, funding, approval and current program rules. Because RPU excludes leased and third-party-owned storage, the rebate must not be assumed in a lease or PPA comparison.
Qualifying homeowners may be able to compare EnFin payment pathways through the Axia by Qcells ecosystem. Availability, pricing, protections and qualifications are governed by the final proposal and agreement.
