Compare solar companies in San Diego, CA: Qcells solar and battery

Start with the home’s actual electricity bill, rate plan and energy-use pattern. All Star Solar prepares a preliminary solar-and-battery direction for San Diego homeowners and explains available Axia by Qcells and EnFin pathways before a decision is made.

Utility and rate plan first

Many homes are in SDG&E territory, although the utility shown on the property’s bill controls the review.

San Diego region conditions

Coastal marine conditions, inland heat and evening air-conditioning use can create very different load profiles within the county.

Solar and storage together

A useful review compares daytime production, evening use, battery priorities, roof planes and the property’s actual electric rate plan.

SAN DIEGO SOLAR RULES · REVIEWED SEPTEMBER 15, 2026

SDG&E billing, City permitting and battery timing belong in one property-specific review.

Read the complete SDG&E bill

For a San Diego home on SDG&E's Solar Billing Plan, residential customers use the EV-TOU-5 time-of-use plan, imported and exported electricity are valued differently, and the on-peak period runs from 4 p.m. to 9 p.m. If a Community Choice Aggregator supplies generation, that provider sets the generation import and export pricing. Existing solar accounts may still have legacy NEM treatment, so the current bill, interconnection date and controlling tariff must be verified before modeling a proposal.

Separate City permits from utility approval

The City of San Diego's May 2026 solar permit bulletin says photovoltaic and battery systems require an electrical permit, with building or combination permits required for certain structural scopes. After final City inspection approval, SDG&E is notified; the system is not approved to energize until SDG&E gives its approval. A San Diego mailing address may fall under the County or another city, so the service address must also establish the correct permitting authority.

Design storage around evening use

A battery can shift daytime solar production into SDG&E's 4 p.m. to 9 p.m. on-peak period or reserve energy for selected backup loads. Those are different design goals. The proposal should state usable capacity, operating reserve, supported circuits, warranty assumptions and dispatch strategy, then use current hourly export values rather than a generic net-metering assumption. No battery configuration guarantees savings or outage duration.

A San Diego proposal should use 12 months of usage when available, identify SDG&E and any Community Choice Aggregator shown on the bill, compare coastal and inland load patterns, document roof and main-panel conditions, account for future EV or HVAC loads, and explain whether the battery is intended for bill management, backup or both.

A PROPERTY-SPECIFIC REVIEW

What your San Diego solar proposal should explain.

A credible proposal should connect system size to the household’s consumption, show the production assumptions, identify the equipment, explain the ownership and payment structure, and name the licensed contractor responsible for installation. City and county names do not replace a site review.

  • Current utility and rate schedule
  • Twelve months of usage when available
  • Roof planes, material, age and shade
  • Main service panel and electrical conditions
  • Daytime versus evening consumption
  • Battery backup and bill-management priorities

CALIFORNIA SOLAR BILLING

Why the serving utility changes the solar math.

SDG&E's Solar Billing Plan values imported and exported electricity by time, places residential customers on EV-TOU-5 and applies a non-nettable Base Services Charge. Customers served by San Diego Community Power or Clean Energy Alliance may receive generation import and export pricing from that CCA, while SDG&E handles delivery. Existing legacy-NEM accounts can follow different rules until their legacy period ends, so the current bill and interconnection record control the analysis.

Qcells SOLAR · AXIA BY Qcells

Qcells technology with an Axia by Qcells pathway in San Diego.

All Star Solar is an independent solar sales organization and authorized sales partner of Axia by Qcells. We help San Diego homeowners review Qcells solar technology, available battery configurations and qualifying EnFin ownership options through the Axia by Qcells ecosystem. The final proposal identifies the equipment, payment structure, production assumptions, warranties, project responsibilities and appropriately licensed installation contractor.

COMPARE SAN DIEGO SOLAR OPTIONS

Solar quotes, estimates, panels, batteries and payment options—reviewed together.

Homeowners searching for a solar company, solar installers, solar installation estimates or the best solar deal in San Diego are often shown a price before the home has been properly reviewed. Our process starts with the bill and service address, then organizes the information needed to compare a Qcells solar-and-battery proposal, available EnFin financing, a fixed-payment lease, a production-based PPA or an ownership option when available.

All Star Solar provides sales guidance and proposal coordination. All Star Solar is not Qcells, Axia, EnFin, the manufacturer or the installation contractor. The appropriately licensed contractor responsible for installation is identified in the final written proposal and agreement.

SAN DIEGO SOLAR QUESTIONS

Your solar questions, answered.

Is solar available in San Diego?

All Star Solar reviews residential opportunities throughout San Diego and San Diego County. Availability depends on the property, utility, roof, electrical conditions, program requirements and final project approval.

How do I request a solar quote or estimate in San Diego?

Send the current electric bill and service address for a preliminary All Star Solar Blueprint. If the property appears suitable, the next step is a complete proposal identifying equipment, estimated production, payment structure and project responsibilities.

Who performs the solar installation?

All Star Solar is an independent solar sales organization—not the installation contractor. Project fulfillment and installation are performed by an appropriately licensed contractor identified in the final proposal and agreement.

Which electric utility serves my address?

SDG&E provides electric delivery to many San Diego homes, while San Diego Community Power or Clean Energy Alliance may supply generation for some accounts. The bill identifies those roles. A San Diego mailing address also does not prove the permitting jurisdiction, so All Star Solar verifies both the utility account and service address.

Do I need HOA approval for solar in San Diego?

Check the property’s current HOA documents and any applicable review process before installation. The proposal should identify roof placement, visibility constraints and who submits required materials; an HOA review does not replace the city permit or utility interconnection.

Should the system include a battery?

That depends on hourly consumption, evening use, backup priorities, the applicable tariff, equipment, program terms and budget. The battery should be designed around a defined purpose—not added as a generic upsell.

Do SDG&E solar exports offset every bill charge dollar for dollar?

No. Under SDG&E's Solar Billing Plan, export credits vary by time, and SDG&E says export credits cannot offset non-bypassable charges or the Base Services Charge. A Community Choice Aggregator may separately set generation export pricing. Legacy-NEM accounts can differ, so the current tariff and account history must be reviewed.

Can I choose a lease, PPA, financing or ownership?

Qualifying homeowners may be able to compare EnFin payment pathways through the Axia by Qcells ecosystem. Availability, pricing, protections and qualifications are governed by the final proposal and agreement.
