Utility and rate plan first
PG&E serves many addresses, while several communities have municipal or community-choice arrangements layered onto utility delivery.

SAN JOSE · SANTA CLARA COUNTY
Start with the home’s actual electricity bill, rate plan and energy-use pattern. All Star Solar prepares a preliminary solar-and-battery direction for San Jose homeowners and explains available Axia by Qcells and EnFin pathways before a decision is made.

Marine fog, hills, mature trees, compact roofs and microclimates can materially affect production assumptions.
A responsible review verifies the electric account, roof planes, shade, service equipment, battery objectives and local permitting constraints.
SAN JOSE SOLAR RULES · REVIEWED SEPTEMBER 16, 2026
For many San Jose homes, San José Clean Energy supplies electricity generation while PG&E delivers it, maintains the grid, issues the combined bill and handles solar interconnection. San José Clean Energy says rooftop-solar customers who applied for interconnection on or after April 15, 2023 are placed on PG&E's Solar Billing Plan. Existing legacy-NEM accounts can differ, so the current bill, interconnection date and controlling program must be verified before modeling a proposal.
The City of San José says a building permit is required before installing photovoltaic panels or energy-storage batteries, with qualifying projects eligible for an online path. The City permit and inspection establish local code approval; they do not replace PG&E interconnection. PG&E says the contractor must submit the required application, system diagram and final building permit, and the system must remain off until PG&E issues written permission to operate.
PG&E's residential Solar Billing Plan automatically enrolls customers in its Electric Home time-of-use rate, which includes a Base Services Charge and emphasizes lower grid use between 4 p.m. and 9 p.m. Export-credit value varies with timing. A battery can shift daytime production into evening use or reserve energy for selected backup loads, but those are different design goals and neither savings nor outage duration is guaranteed.
A San Jose proposal should use the complete PG&E bill, identify San José Clean Energy generation charges when present, document the existing solar-program status, use 12 months of usage when available, review roof planes and shade, confirm service-panel and permit conditions, account for future EV or heat-pump loads, and state whether the battery is intended for bill management, backup or both.
A PROPERTY-SPECIFIC REVIEW
A credible proposal should connect system size to the household’s consumption, show the production assumptions, identify the equipment, explain the ownership and payment structure, and name the licensed contractor responsible for installation. City and county names do not replace a site review.
CALIFORNIA SOLAR BILLING
San Jose customers can have a layered electric account: San José Clean Energy supplies generation while PG&E delivers electricity, manages interconnection and presents the combined bill. Newer rooftop-solar applications generally follow PG&E's Solar Billing Plan, with imported electricity and exported solar valued differently by time. Legacy-NEM accounts can have separate San José Clean Energy and PG&E true-up treatment, so the current bill and interconnection record—not the mailing city alone—control the analysis.
Qcells SOLAR · AXIA BY Qcells
All Star Solar is an independent solar sales organization and authorized sales partner of Axia by Qcells. We help San Jose homeowners review Qcells solar technology, available battery configurations and qualifying EnFin ownership options through the Axia by Qcells ecosystem. The final proposal identifies the equipment, payment structure, production assumptions, warranties, project responsibilities and appropriately licensed installation contractor.
COMPARE SAN JOSE SOLAR OPTIONS
Homeowners searching for a solar company, solar installers, solar installation estimates or the best solar deal in San Jose are often shown a price before the home has been properly reviewed. Our process starts with the bill and service address, then organizes the information needed to compare a Qcells solar-and-battery proposal, available EnFin financing, a fixed-payment lease, a production-based PPA or an ownership option when available.
All Star Solar provides sales guidance and proposal coordination. All Star Solar is not Qcells, Axia, EnFin, the manufacturer or the installation contractor. The appropriately licensed contractor responsible for installation is identified in the final written proposal and agreement.
SAN JOSE SOLAR QUESTIONS
All Star Solar reviews residential opportunities throughout San Jose and Santa Clara County. Availability depends on the property, utility, roof, electrical conditions, program requirements and final project approval.
Send the current electric bill and service address for a preliminary All Star Solar Blueprint. If the property appears suitable, the next step is a complete proposal identifying equipment, estimated production, payment structure and project responsibilities.
All Star Solar is an independent solar sales organization—not the installation contractor. Project fulfillment and installation are performed by an appropriately licensed contractor identified in the final proposal and agreement.
Many San Jose homes receive generation from San José Clean Energy and delivery from PG&E. The PG&E statement displays both roles. PG&E remains responsible for interconnection and written permission to operate, while the applicable San José Clean Energy or PG&E generation program affects generation charges and credits. All Star Solar verifies the complete bill and service address before applying program assumptions.
Check the property’s current HOA documents and any applicable review process before installation. The proposal should identify roof placement, visibility constraints and who submits required materials; an HOA review does not replace the city permit or utility interconnection.
That depends on hourly consumption, evening use, backup priorities, the applicable tariff, equipment, program terms and budget. The battery should be designed around a defined purpose—not added as a generic upsell.
No. San José Clean Energy supplies generation for enrolled customers, while PG&E delivers electricity, maintains the grid, handles solar interconnection and issues the combined bill. Program treatment can differ between newer Solar Billing Plan accounts and legacy-NEM systems, so both the PG&E and San José Clean Energy portions of the current statement must be reviewed.
Qualifying homeowners may be able to compare EnFin payment pathways through the Axia by Qcells ecosystem. Availability, pricing, protections and qualifications are governed by the final proposal and agreement.
